We are excited to announce a new job opening for a Procurement & Contracts Manager to join our Finance & Procurement Department. This role requires an organised, self-motivated person with strong negotiation skills. As the Procurement & Contracts Manager, you will manage supplier relationships, negotiate terms, and contribute to the Procurement Policy and Strategy under the guidance of the Head of Finance & Procurement.

The successful candidate will be the go-to person for Procurement & Contracts within the College and will play a key role in improving College Processes. We look forward to hearing from you if you are interested in this opportunity.

 

Responsibilities include:

  • Contribute to, and implement best practice procurement vision, strategy, policies, processes and procedures to aid and improve business performance
  • Ensure that purchasing strategies and processes are in place to meet the College's business objectives and operational needs in terms of price, quality and delivery targets, which enables the College to function and compete effectively in the market. Contribute to overall College business strategy and annual budget process
  • Negotiate contract terms with key suppliers to ensure value for money, quality standards and delivery terms with technical and operational input from stakeholders if appropriate. Craft negotiation strategies and close deals with optimal terms
  • Develop, implement and maintain a supplier relationship and evaluation process to measure effective supplier performance and compliance
  • Be accountable for end-to-end procurement and contractual process for key goods and services, dealing with external stakeholders at all levels and internal commissioning Directors, Heads of Service and Managers in all aspects of the provision procured
  • Be responsible for contract management throughout the life of the procurement cycle, and for the upkeep of the contract register, dealing with external stakeholders at all levels and internal commissioning Directors, Heads of and Managers in all aspects of the provision procured
  • Be responsible for developing sourcing and contracting strategies for commercial agreements for the supply of goods and services dealing with external stakeholders at all levels and internal commissioning Directors, Heads of and Managers in all aspects of the provision procured
  • Initiate and develop creative and innovative procurement processes (eProcurement)
  • Ensure contract terms and conditions and commercial schedules are as per the tender (ITT) documents and Supplier Proposals with suppliers of all services tendered for
  • To continuously provide specific procurement advice and guidance to senior management, heads of division and managers

Hybrid working is negotiable for this role. This means you may be able to work a proportion of your time on campus and some remotely. Education & Training

  • GCSE 4 – 9 or equivalent level 2 qualification in Maths or be prepared to pass a test before the interview to demonstrate level 2 ability and then if appointed achieve within an agreed timescale
  • GCSE 4 - 9 or equivalent level 2 qualification in English or be prepared to pass a test before the interview to demonstrate level 2 ability and then if appointed achieve within an agreed timescale
  • Degree or equivalent professional experience 
  • A specific procurement qualification is desirable but not essential 

 

Experience

  • Understanding of financial regulations and UK Government procurement legislation.  
  • Experience in managing service providers and achieving service level agreements. 
  • Previous senior role in procurement and contract management.
